From Sensor to Intelligence - Speeding up the Intelligence Cycle

The digitization of communication menas has deeply transformed the art of waging warfare.  Recent conflicts are just illustrating this key role by adding to the classical land, air, sea, space domains the new immaterial fields: spectrum, cyber, information.  In every modern armed forces, the intelligence function has to adapt itself to critical challenges in order to fulfill its goal: provide relevant and timely information to decision makers.  In this framework, today's seminar, collegially led by Rohde & Schwarz and Schönhofer aims at highlighting some of the main challenges of the intelligence function and brinding to discussion with participants: potential solutions, food for thought, new horizons.

The seminar will focus on the intelligence cycle and particularly on two important stages: the collection (mainly Rohde & Schwarz) and the exploitation (mainly Schönhofer) with the following central idea: “From Sensor to Intelligence – Speeding up the intelligence cycle”.

Using Space-Based Assets to Provide Signals Intelligence Direct to Tactical Commander

Effective warfighting requires processed signals intelligence to be available to decision-makers in real-time.  A decision maker is often the lowest level commander in tactical operations and therefore excess latency and a fractured intelligence picture is to be avoided.  In reality, the latency between signals intelligence data collection, the correlation and harmonisation with an established and agreed intelligence picture and subsequent distribution to decision makers is not compatible with future tactical operations.  As serious, extended communications links, and distributed signals intelligence processing is leading to factures in the intelligence picture.  Diminishing skill levels in human analysis of raw signals intelligence is also of growing concern.  Research is investigating a space-based intelligence solution with dense clusters of small satellites providing an intelligence network where tactical commanders can receive relevant and current intelligence from a number of parallel LEO satellites.  Collection platforms, UAV-based, satellite, aircraft, submarine, and land-based vehicle, to use edge computing with AI/machine-learning capability to process raw signals intelligence prior to up-loading to the space intelligence network.  This network to use edge computing with AI/machine learning capability to harmonise and synchronise a tactical intelligence picture across the space network.  Further edge computing distributes a relevant intelligence picture to tactical commanders.  This presentation focuses on the need for such an approach and introduces the technologies involved.

EMSO - Agile Delivery of EW Capabilities

Recent conflicts have highlighted the importance of the Electromagnetic Spectrum as a game-changer on the battlefield.  However, Defence maintains an overly bureaucratic and time-consuming approach to capability development, despite where, in this field, we have proven that strategic advantage can be gained by developing effective EW capabilities at extreme pace and low cost.  Why would we not exploit this opportunity?  This workshop aims to highlight the key lessons and tenets of an agile approach to EW capability development, building on work already achieved by some allies, involving a user centric approach, tailored to the battlefield, and delivering battle-winning effects at pace; the aim being to industrialise this approach across our collective nations.
